INTRODUCTION

People’s action for Development (PAD) is an organization that was conceptualized on 25 Dec.2001 at Mission Baligoan in Gogamukh, a small town of Dhemaji district in Assam. This organization was formed basically for the development of socio-economic of socially backward classes, mainly Adivasis and tribal.
A group of well conscious people from different localities had been discussing about the miserable conditions and stagnations of development of various classes of the society. So at last they we to a conclusion that an organization can eliminate these problems and with a general consensus PAD were given birth.
Bosco Reach out, Ullubari, Guwahati, Supported and guided in the development of PAD. It is registered under society registration Act 1860. Year 2006 is a very promising year for the organization. PAD has been noted in its development sector. It has been made Partner of Indo-Global Social Service Society (IGSSS).

VISION, MISSION AND GOAL OF PAD

VISION
PAD visualizes equal and just society where people live a healthy life in clean environment.
MISSION
PAD seeks to achieve equal and just society through empowerment of the Marginalized Adivasis and tribal people by organizing them into SHGs, building their capacity and enabling them to utilize available resource and creating awareness about environment.

GOALS
PAD is committed to provide rural people with empowerment so that they can utilize the available resources.
1. Organize SHGs in rural areas and tea garden areas.
2. Women empowerment.
3. Health and nutrition, Child development.
4. To start cottage industries in rural and tea garden areas e.g. bamboo and cane industries, weaving, carpentry, computer training etc.
5. Skill development Training for village youth.
6. Increase literacy rate through formal and non-formal education.
7. Enable rural and tea garden people to get government schemes.
8. Provide health awareness and protect the environment
9. Empower rural people through Panchayat Raj institution.

STRATEGIES AND APPROCH

Empowering the community is the key to sustain the development process. One of the main pillars of empowerment is economic/livelihood sustainability. We aim at economic sustainability of the target community by providing knowledge, skill/training, demonstration and backup support.

The Self-Help Group is the main tool for development. In fact this lead one to be aware of his/her presents status and opt for betterment of his/her future. The SHG movement is being taken place in the area and now the communities are eager and open to take up other livelihood options.

Strategy: Socio-economic development through SHG by practices of sustainable livestock management and improved agriculture development.

The improvement in economic status is a must for a human being to have dignified living standard. But this effort must come from the community itself. All this while various Charity organizations tried their best and raised the living standard of the poor but with the end of their charity projects, the standard which they had raised was back to the earlier or worst standard.
The new Approach has been adopted for Development. It is now the age of Right Based approach and PAD has changed its strategies for development Activities. Another intervention PAD is planning to do is in Panchayat Raj Institution.
Operation Area and Community served

According to Registration Memorandum operation Area of PAD is Assam. But we are presently working at a part of Lakhimpur and Dhemji District and lower subansiri and East Siang District of Arunachal Pardesh .Location is shown in the

The target area is located in the border areas of Arunachal Pradesh and state of Assam .The Area is around 400Km from Guwahati and 80 Km from Itanagar the head quarter of Assam and Arunachal Pardesh Respectively. It is well connented by NH52 and railway. These villages are:- Rupahi, Thekera Guri, Pathalipam, Ananda, Dhol Basti, Mingmang, Bodoti, Ukhamati, Santipur, Baligaon, Betbari, Kajia Mati, Germer, Dipa, jumi basti, Dulungmukh, Bonte, Kalaptokor .

ACTIVITY REPORT

Since its inception, PAD has been implementing socio-economic and human development programs for poor and underprivileged people of the region through
Empowermet.

Child Development:-
PAD has initiated special activates for Child development. Pad Arranged health camps where health officer are invited to take sessions on Mother and chilled Health.
Pad has Started an English medium school for the Child Education which is the
Children of DonBosco School ,Ananda .( community runs school with PAD)

another mile stone for PAD.. Don Bosco School at Ananda is a task of PAD which determines our education system in the area .local people have appreciated and send student to our school. And most satisfaction is that children are very egger to come school. We have introduced game for education so that children not fill bore in learning. It is the school run and managed by local community through a committee promoted by Pad. .

MAIN PROGRAMS WHICH WE HAD DURING LAST FEW YEAR ARE :-

1. Awareness camps; -
PAD has conducted many Awareness camps to create Awareness and Motivated people to take up initiative for development of their village and family. Through these programs we try to identify the major problems and issues of the village .SHGs are the most suitable tool for social change in rural and tea garden areas through SHG rural people, specially women united and empowered financially mentally to fight back against poverty, illiteracy, social evils and disease .Therefore we emphasis on organizing SHG in the village . These awareness programs are planned such a way that the participant feels the need of SHG and they take initiative to form SHG. Story telling, Games, lecture and Group discussion are the methodology through which we conduct the awareness camp. (Photo of Awareness camp at Nawgoan village)
2. Capacity building Program:-
This program is given to President and secretary of SHGs. These Programs are design to impart leadership quality to the president and secretary .these program also give them the Managerial Skill and record maintain training. These are three day programs. First day they are trained for leadership and other two days trained with Accounting and reporting.

Each SHG president and secretary has To go twice a year through these programs. Internal and external loaning systems are taught in these programs.

3. Skill development programs:-
These programs are given to SHGs Who are doing IGPs( income Generation Program ).Mainly training are on Agriculture , fishery , Poultry, Piggery and pity shop management .we request the govt. department to come to our program and conduct trainings for SHGs.
4. HEALTH CAMPS.-
Health camps are one of most important program conducted by PAD in the interior villages. Usually Health camps are organized before the rainy session .each year we have organized around 4 camps.

5. Exposure:-

We also arrange Exposure program for SHG Members. The exposure help SHG members to know how the SHG movement is changing the society in other part of the state and country. (SHG members of “Karsang Ope” at an exposure program Tezpur USAH park )
5. Loan for SHGS:-
Assam Gramin Vikash Bank has come forward to finance our groups. Last financial year we are able to provide ten SHG loan from bank loan to our groups. And this year we are planning to link 30 more SHGs.
PAD also provide Loan to SHG in small amount which we received from donors.

Other Activities:-

ENVIRONMENT:
Another area where PAD has intervened is environment. The mechanism through which inputs about environment are given is SHG. PAD has presently perceived SHGs as ‘a means to an end’ for the creation of a sustainable and alternate ‘Just society’ where the Marginalized will be empowered to control their lives and make their own decisions.






INTEGRATED AND SUSTAINABLE HUMAN DEVELOPMENT:

PAD envisages improving the living standard of the people particularly women through formation of SHGs. Micro-credit support, capacity and skill development are the main activities. From time to time women empowerment programs have been conducted. The following are the topics were covered in recent activities… 1) SHGs’ awareness generation on IGP. 2) Motivation and leadership. 3) Health cares. 4) Capacity building program. Through the SHG socio-economic development among the women has been taking place.
Now these SHGs collection reaches up nearly to an amount of Rs2.5 lacs. These SHGs are given revolving funds by PAD for small economic activities. The self-help groups now have become self-reliant and also they are able to improve their living conditions. Each household has now adopted income-generating activities like piggery, poultry, weaving, petty shops, etc.

SURVEY ON MALARIA:
During the month of Feb & March 06 Malaria epidemic took place. PAD did the survey to understand the situation and find solution to the problem. PAD played advocacy role in the epidemic period and Published the situation in the media to grab the attention of government.
We also submitted survey report to different agencies.
Community health:

People in the rural areas get confronted with health problems throughout the year round, especially in the summer season. People succumbed to the diseases like malaria, diarrhea. In response to these problems of health PAD has taken measures. It has successfully conducted various health awareness camps with the help of the medical personals. It has been observed that people are able to take to the necessary precautions like using filtered water, mosquito nets and keeping their surroundings clean.

According to climate Piggery is fit for the area, but the problem is to know how? That is technical Ideas. Recently people have started the Piggery in a very small way. Piggery can be called Cottage industry. The table wastage can be used as food for Piggery.

Breeding: -
When the Local female pig becomes mature it can be crossed with the better verity of pig so that it will produce good verity of piglets. This is called cross breeding. We can keep 4:1 in our farms for this type of cross breeding System. That means 4 female pig per 1 male pig.

Shed:

· Shed is built to prevent disease and wastage of food .it also make easier to look after the pigs.
· Generally two rooms for pigs floor must be pacca.
· Usually pigs need air let’s and for mother pigs clip grad .On these special attention should be given.

Health and hygiene:
There are different types of diseases, which attacks pigs. Following are few of them.
· Swine fever – it is a viral fever and vaccination can prevent the disease.
· FMD—foot and mouth disease. FMD Vaccination.
· Black Quarter – (Tetua) 2ml injection.
· H.S. Hirayhagic Septicemia—injection.
· Tetanus. Vaccination.
· Worms- There is different type of worms. Tape worm. Ringworm etc. worm medicine must be given every month.







Training on SHG Management On micro-credit Activity for SHG Leaders.
Date: 2nd to 4th July 2006.
Venue: CMMTC,Mission Baligaon.

Objective: To provide the necessary knowledge regarding Micro-credit activity to the SHG leaders.
Topic: Micro-credit Activities.

What is micro-credit? This was the answered by the participants. They gave various answers such as – it is small loans, small amount of credit, etc. The participants were explained that Micro-credit means small amount of credit. It should be kept in Mind that the small loans should be given for productive works only. It should not be given for unproductive or socially useless activities. Examples of productive works cited were…Piggery, fishery, farming, poultry, petty business, weaving, small-scale industry, etc. The cited examples of the unproductive activities are…. Medical treatment, education, marriage, festivals, house building, etc. Why credit? Credit should be given for many reasons, first It helps in the growth of savings. Secondly, People are benefited. Thirdly, Micro-credit helps harness enterprise spirit, etc and ultimately brings change in the economic status of a marginalised person. How Micro-credit? The
The bank may extend loan to SHGs in the proportion of savings with the ratio ranging from 1:1 to 1:4. The SHGs should keep their records and books of account properly to be eligible for receiving the bank loan. The Manager than informed the participants that the following things are necessary for availing the bank loans. They are:- 1.Resolution, 2. Application., 3. Interse agreement, 4. Stamped Paper 2 Copies, 5.Rules and regulations two copies. 6. Group photos, 7. Yearly loan scheme and 8.Rating 2 copies.
EXPOSURE ON PIGGERY

On 20th August 06 the Trainers were taken to Dirpai Govt Piggery farm with the participants who were taking part in the Piggery Training . we were all together 37 participant including staff and resource person Dr.J.Gogoi (I/c Gogamukh veterinary ) .Two tata Sumos hired for the visit.

We reach around 1 PM. Mr. Ananta Hazarika VFA received us at the farm .
after taking rest Mr.Ananta talled us the history of the farm .
the farm started in the year of 1985 in the month of Feb . There were 30 bighas of land for the farm., but in the year of 1997 it was closed because of L.O.C .Scam . new pig lets given only last year sept.
25 piglets are given but there is not much facility even fence are not put.
There is six staff at the farm house and all are dedicated workers. Mr. Hazarika was happy that the SHG leaders from different village visting the farm . He assured all support to the visiting Groups. Then Mr.Hazarika guided us to the farm house .
It is really beautify and very profitable farm house . there were more than 40 pigs.


The farm house construction was the important subject . a lot of question asked to Mr.J.Gogoi and he answered them with scientific reasons.
We show a sick pig which was separately tied . Dr.Gogoi explained the sickness and as a privendive measure it was taied separately.

Dr.J Gogoi also explained about the food preparation for the pig . According to him around 2Kg food is needed for the pigs who are more than 4 month . He also explained about the ingredients of the food.

Dr. J.Gogoi also showed the different type of medicine used to treat the different deases of the pigs.Then all the member of the exposure group get together and and had a little discussion about the cross breed policy. Dr.Gogoi advice them that keep local female pig and take male pig from the farm .the cross of the local and farm will give the better version of pig which will be stronger to daises and climate.

Arunachal Pardesh : Very recently PAD has launched one more programme to initiate SHGs In the most difficult terrains of Arunachal Pradesh, where bank facilities are not available. PAD is successful in forming SHGs and getting an applauding support people there

ACHIEVEMENTS

Our first achievement is the support and faith of the people. They have come forward to join the development activity initiated by PAD in a large number .1050families are directly benefiting from the 70 SHGs and this number is increasing day by day.

PAD has a conglomerate of 70SHGs. It has one federation Called “Milan” and four clusters from different socially backward communities. Name of the clusters are as

1. 70 SHGs are coming up under the guidance of PAD.

2. Income generation programs like weaving, poultry, piggery, fishery, Agriculture, Small scale business going on..

3. Health and Hygiene situation improving as the people have started using filter, sanitation, and cleanliness.

4. People are becoming aware of their rights and able to influence panchayat by which village school, road are being constructed in some village specially Legasung , Naogaon, Mingmang and joraigoan village.
5. Around 30 New SHGs are being promoted in the Tea Garden Area of Ananda T.E.
6. PAD became Partner of IGSSS North East and Member of NEDA (North East Development Alliance )

Important notes on Adivasi Sahitya Sabha


















12th October 1998
Ad-hoc committee of Sadri Sahitya Sabha was formed on 12th October 1998 and Adivasi hostel Shillong.Mr. Wilfred Topno and Mr. Elias Lomga were elected as President and Secretary of SSS respectively.

15th May 2002
Sadri Sahitya Sabha was renamed as Adivasi Sahitya Sabha (ASS) at Tezpur at its General Body Meeting of the organization.

30th Jan to 1st Feb 2004
The First State level Conference of Adivasi Sahitya Sabha was held at Lakhimpur where the Constitution of the organization was passed. Mr. Wilfred Topno and Mr. Promod Sandiguria were elected as President and Secretary respectively of the organization. The conference was attended by delegates from different districts of Assam comprising of professors, teachers, social activists, social workers, youth leaders, women leaders and Adivasi thinkers. Seven resolutions were adopted in the conference among which the delegates also decided to change the name of Sadri language as Adivasiya. A cultural rally was organized on the last day of the conference where more than 2000 people had gathered.

Some Policy on Language.

1.Why Adivasiya?
Munda, Orang, Gond, Kharia, Santali and other Adivasi tribes live together in the Tea Gardens and villages of Assam. Their languages differ greatly from each other’s language. To communicate with each other, they have produced a language in the course of time which is rich in Adivasi words and their feelings. The language is very much different from that of the Sadri language. To give a distinct identity to the Adivasi community of Assam, the Lakhimpur Conference decided to name the Sadri language as Adivasiya. Languages, over a period of time, undergo changes. Examples may be cited of American English which has given the American people their own language and identity and which is nothing but English. After the discover y of America, people from European countries like England, France, Dutch, Portugal etc. settled in America and intermingled with each other. In the course of time, they gave birth to American English which has its own identity. The Nagas of Nagaland speak Nagamese. The language is broken Assamese. But the people of Nagaland comprising of some 13 major tribes, speak Nagamese to communicate with each other. The Nagamese has its own identity of being the language of the Nagas. Thus it can be concluded that Adivasiya is the language of the Adivasis. It is not Sadri which is the language of the Sadans / Dikus (Outsiders). It is not Nagpuria either since we are Adivasis of Assam. The Adivasiya language of the Adivasis is very much different from similar language being spoken by their counterparts in other parts of India. It is therefore believed that Sadri cannot be adopted as the language of the Adivasis of Assam.

2. Literature and Script

Still Adivasi Sahitya Sabha has not decided the script of Adivasiya language. Adivasiya literature can be produce through any script i.e. Assamese, Devnagiri or Roman script. Adivasi Sahitya Sabha is open for discussion on the usage of the script for Adivasiya language so that more literature can be produced. We hope in future it will take the its own turn as what script will be used in the development or Adivasiya language but we feel Roman Script will be best for the development of Adivasiya language because it is user friendly. Some people say that the pronunciations doesn’t match with Roman script but the expert say that Roman script is used to write difficult language in the world and it has many phonetic expressions. This can be used for correct phonetic expression. We feel let the language take its own shape. We should not maintain water - tight compartment in accepting ideas.

3. Education for Adivasis

Where ever possible Adivasis should receive education through his mother tongue e.g. Santhali, Mundari, Kurukh, Gond, etc. Other wise in a mixed community they may opt for Adivasiya as a medium of education or English medium is preferred as medium of instruction. We support English medium school for our children because it will open up larger avenues of opportunities for our children. Educated Adivasi youths are advised to open English medium private school in Adivasi areas. They can collect needful fees from the parents of their students. If they give quality education to our children they can be self sufficient economically.

4. Adivasi culture
To promote Adivasi Culture Adivasi Sahitya Sabha will collaborate with the different Sahitya Sabhas like the Santali Sahitya Sabha, Munda Sabha, Kharia Sabha, Kurukh Sabha etc.

MAHA KARAM PARAV

Dear Friends



Dear Friends Greetings from Adivasi Sahitya Sabha (ASS) . We had Two discussion(27th and 28th May06) with some members of ASS namely ,Mr.Promod S Guria (GS) ,Ghana Orang(VP),Mr. Stephen Ekka,Mr.Godfrey ,Fr.Hippo (Members) and Wilfred (President) about the Maha Karam Parav (state leve Karam festivasl) Which is to be held at Tezpur District Libarary in September 06. The Maha Karam Prava will contain culture competitions ,Shows and seminar on Adivasi Language. It may be two days Program. We need suggetion from you all . Pls send us your suggetion so that we can disscuss during the next meeting which is to be held in the middle of June.

1. Strengthen Unity

  • Meeting at different level (district committee at Nawgoan)and reception committee
  • Publicity through Pamphlets,
  • Media Collect article for magazine.
  • Fund from government and other agency also form public by donation;.
  • Identify cultural troops, and competitors Type of programs, agendas, Guest s, resource persons.
